When I try to launch chrome, I get ie with bing instead.

First, you need to confirm that Chrome is installed by checking under Settings --> Apps and confirming that Chrome is there.

 

Second, change the Defaults to select Chrome as the Browser.  Go into Settings again, enter Defaults, and when the page opens scroll down to the browser area and select Chrome.

 

After that, any URL you open should be opened in Chrome.

 

Actually, if you really like Chrome, then consider using the new EdgeChrome browser, as it is based on Chromium.
