Product: HP 14-cf2000 Laptop PC (552L9AV)

I recently got a new laptop, the HP Laptop 14. I've been trying for a while now to figure out how to open downloaded files from the Internet to my computer, Everytime I try to open it it says "Change my app recommendation settings". I go to try to change my settings and there is nothing there related to downloads from browser or anything. I have watched multiple tutorials and searched multiple methods, but none seem to work or the computers/laptops are very different from mine. I have grown so tired of doing it myself that I thought of my next best option this.
