You open the Disk Management console.
To open Disk Management in Win7, do the following:
1) Click on Start and goto Control Panel
2) Go to System and Security --> Administrative Tools
3) Open Computer Management
4) Click on Disk Management in the column on the left side, located under Storage
All the drives are listed there. Select the one you want, right-click on it and select the option to assign a drive letter.
