How can I back up data prior to dropping my laptop off to be fixed > tech support said that they might have to do a factory reset while repairing

Hi,

There are various options.

-You could back up your files to an external drive or hard drive through USB.

-You could use a cloud such as "One Drive" or "Google drive" to back-up the files. 

If you are signed in with Microsoft account and accepted the "One Drive" option your files might already be backed up.

 

If the PC does not turn on. What is the problem you are getting fixed? 

You might need to remove the hard drive and connect it with an adapter to another PC to transfer your personal files. 

 

You could also try booting from a Linux live USB and then try to transfer the files from a hard drive to a external drive.
