How to fix High Cpu Usage

I don't know how old my computer is but any software I open such as My browser (Opera GX), Discord any software I open my cpu sky rockets to 70% or 100% and then slowly goes down to like 30% and 60% and god...If I open a game. I can't even play the game and the CPU usage is so bad that I have major keyboard delay depending on cpu usage for example. If I open a game such as even roblox for and try text on anything such as discord or even in game itself my words will take seconds to show up after the initial keystroke and it doesn't only happen while typing it happen in games basically making games unplayable literally I've tried all fixed. Filter keys,Drives reseting my pc completely everything but nothing works I don't know what to do anymore and I am currently saving to buy a new computer
