I bought a pc headset that required me to use a splitter. I plugged it into the headphone/mic jack and I can only hear what's on the computer. My voice does not come through the headphones! I have looked all over to find a solution to this and I can't find any. I hit the trouble shoot and everything. What do I need to do so that I can hear my voice through the headset?

I don't know what is your HP Laptop 15-da0xxx (xxx can be from 000 to 999) and what is your pc headset. But I believe your notebook has Audio-out (headphone)/audio-in (microphone) combo jack which supports normal headset with standard 3.5mm plug.
Normally you won't hear your voice because this may produce unpleasant sound with echo. But if you wish, please turn microphone of headset on using following steps
(a) Right click speaker icon,
(b) Select Open Sound settings,
(c) Choose your input device (should be the name of your headset).
You can test after that and Trobleshoot if required.

I appreciate the prompt reply but here's the problem. When I plug the headset in, there is no option to select it... it is an Onn pc headset. I want to make sure that if I buy another headset that it will work since the onn one was pretty cheap. I have my uproar wireless headphones synced to the computer and those show but it will not pick up the headset. The only time the mic actually works is if it comes through the computer internally. I have the microphone settings on too.

That mean machine does not have driver for it on your machine. You need to go to vendor site to download drivers and install to your computer.
