How do I limit the battery charging to 80% for HP Laptop 15-fc0757AU?

Remember that HP consumer class notebooks do not support limiting the battery charge to 80%. Only some higher end business class notebooks currently support that option. They usually support adaptive battery and It is recommended to keep the battery at 100% and plugged in for optimal battery health most of time. Lithium-ion batteries have a limited number of charge cycles, so frequent discharging and recharging reduces their lifespan faster. Users who want to run the laptop on battery power can do so, but should not do it frequently and must avoid letting the charge drop below 20%.
