I uninstalled Drawboard pdf as it was not loading and now i cannot reinstall without paying for it. Is there anyway around this as the app was pre-installed when I bought the laptop?

In terms of just reinstalling the app, sorry -- no. Apps supplied with HP PCs are either HP apps, or third-party apps that have been supplied under a license to HP, and are usually custom versions that are not available from the app vendors.
The ONLY way to restore preinstalled apps is to do something known as a full factory reset -- and that starts out be erasing the ENTIRE contents of the hard drive -- so, you lose everything in the process.
