chrome is already using the r5 graphics which is the integrated gpu, my question is why can't i use the dedicated on the browser if for example there is a game which require 3D graphics?

Right click any open space on the desktop to invoke the Radeon Control console. You should be able to set it as default there. The downside is that you will get less useable time when on batteries. High powered graphics solutions tend to be power hungry.

I'm telling you that chrome is locked (look at the screenshot) and i want to use the dedicated gpu for it

If you have the discrete graphics solution set to default, why would you think that anything else would be in use?

I'm telling you that i don't want to use the integrated GPU cuz It has only 512MB and when i play game with Chrome that require 3D, 512MB It's not enough and i want to use the dedicated GPU that have 2048MB. But the AMD software had Chrome locked on the integrated GPU that's my problem.
