HP printer MFP m281fdw was set successfully to eprint from old cell phone via bluetooth. New phone bluetooth recognizes my printer but says printer must be in "pairing mode," When I go to printer settings I can't find "pairing mode." When I go into Web Services I see "Turn ePrint ON/OFF" When I try to turn it ON , it attempts to connect then says "access Denied," "Service may be busy try later." HOW DO I GET PRINTER INTO PAIRING MODE?

Bluetooth is used by HP Tools to communicate with the printer. Wi-Fi is used to print.
Your printer was probably in Wi-Fi direct mode and the new phone does not know the SSID of the printer for printing directly. You can get that from the network report.
This video shows how to connect the printer directly to the modem/router which I recommend.

If both your phone and the printer are now on the modem then just you select the "print". On my iPhone I see the following
printer | no printer selected |
and when I touch "Printer" it will go find it. and my HP printer will show up.
I only have to do this once unless the iPhone reboots from a new release or whatever. Then I have to tap "printer" again.
My android tablet finds my printer without having to tap anything.
If you do not have access to the router such as in a flat or apartment then Wi-Fi direct is required.
