I had this issue start on the 2nd. But, it has been causing my system to lock up for about 1 second randomly. The entire system itself, regardless of what i am doing. It is like a CPU spike, but it's not.  Using Microsoft support over days, i fixed the issue. I had run every test from HP and multiple system checks and found no issues. After finding logs about HP Display Control Service failing to install I was unable to locate it on my system. So I could not remove or make changes to it searching for "HP Display Control Service" Instead, i run CLI command prompt sfr/scannow which found some files where corrupted and fixed them. After this, the freeze issue stopped, reboot was back to fast and the HP Display Control Service stopped trying to install for the following few days, then started again today. So, I have rolled back the newer driver as directed above and see if the freezing stops. 

 

I don't really care that the HP Display Control Service is failing in the background. I care that the entire PC locks for a second while I am gaming or recording myself live because it ruins the recording completely. 

 

Lets hope it's fixed fully and HP or whomever caused this, provide an update bug fixed.

As the OP, I too rolled back that d**n driver and the attempted installs stopped. No issues now the last two days!

I also have an HP Envy TE01-4000i desktop PC and realized that this update caused problems for my HP 310 wired mouse's left button and my reliability monitor was flooded by those "HP Display Control Service" attempted installs and warnings for 10 days. As the OP, I rolled back the worthless driver and restarted my PC and the failed attempted installs stopped. Ever since I rolled back the driver, I have no issues since two days ago.

Purtroppo il problema è ben lungi dall'essere risolto in "generale" e col passare del tempo e in mancanza di una soluzione stabile e definitiva da parte Hp e/o Microsoft Windows il problema si sta complicando ulteriormente. Agli inizi di febbraio avevo già “incontrato” il problema ( Windows Installer: installazione del prodotto completata. Nome prodotto: HP Display Control Service. Versione prodotto: 5.3.72.0. Lingua prodotto: 1033. Produttore: Portrait Displays, Inc.. Installazione riuscita o stato di errore: 1603 ) ed ero riuscito a risolvere, con la soluzione ricordata nei precedenti interventi, ripristinando il Driver HP Application Enabling Services in Gestione dispositivi, passando dalla nuova versione 1.85.4367.0 che non funziona a quella che non presenta il problema 1.83.4311.0 . Purtroppo a seguito di un recente Aggiornamento delle funzionalità   del 11 febbraio 2026 , mi è stata ripristinata una precedente installazione con una nuova versione ( Windows 11, versione 25H2 (versione di ripristino). Ovviamente il Driver HP Application Enabling Services risulta nella nuova e unica versione installata   1.85.4367.0 che non funziona e, come se non bastasse, non è più possibile ripristinare il Driver stesso perché risulta mai modificato/aggiornato.

Hey.

Try this : 

1) Uninstall the driver

2) Install the driver 1.66.3762.0 from here

From the moment i installed this version it not update and work 100% OK.

You may  disable temporarily the installation of drivers via Windows update , 

if your system auto installs a problematic version.

This is also happening to me and is causing 1 to 1.5 second freezes every 10 minutes or so.  Its driving me nuts. I've tried rolling back the driver but having some issues

This issue is marked as Solved.

It isn't solved for all users.

Therefore HP needs to fix this

with a new Driver for all of us.
