I Have a Elitebook 8470p with me and im using Windows 10 on it. i want to access the finger lock system in this laptop of mine for that probably i need some certain drivers but when i try opening Window Manager it doesnt give me the Biometric option. So what should i do now.???

The notebook is perhaps not fully supported for Windows 10.
If you have not done so, update the available HP Drivers for your Windows 10.
Try the fingerprint reader driver for Windows 8.1 / 64bit

In general,
Yes, when / if you change the Operating System version, you want to install the vender specific (HP) drivers / software available for the version of Windows that is running on the computer.

I can offer the following:
The Synaptics / Validity Sensor driver may include a dependency on having installed a viable (usable) version of the Client Security Manager software.
I am not sure this one will work -- you may try it:
sp76019 Client Security Mgr V8.3.20.2067 W7-W10 32-64bit.exe

I finally made Fingerprint logon work on WIndows 10 versjon 1809 for my HP8470p
Here's how:
1. Disconnect from the internet (To prevent MS automatic download of the incorrect driver)
2. Make sure to uninstall any fingerprint drivers you may already have, using W10 App manager.
3. Lanch Device Manager and uninstall the fingerprint driver AND select to delete the driver as well.
4. Download and install the latest WBF fingerprint driver from HP (sp81786)
5. Download and install HP Client Security Manager HPCSM (sp84356)
6. During installation and configuration of the HPCSM, you must set a W10 password, but ignore that it will not allow you to configure fingerprint using the build-in scanner.
7. During restart, you now have to type the password twice (one in BIOS and secondly on Windows)
8. Reboot again, and this time select Fingerprint instead of password logon in BIOS (MIND YOU THAT THIS WILL LOCK YOU OUT OF YOUR PC AND PREVENT FURTHER BOOT since you have no fingerprint)
9. Power off an back on and press ESC during boot and then F10 to enter BIOS. Enter BIOS as a guest.
10. Choose the option to restore factory security, save, exit and reboot.
11. It should now ask for confirmation to clear the Trusted Platform Module (TPM). Press F1 to continue and reboot.
12. Second time it again asks for permission to clear the TMP. press F1 again and it will boot into Windows and let you log on using your password
13. Uninstall HP Client Security Manager completely and reboot
14. Reconnect to the internet and select Windows update to make sure that your fingerprint driver isn't overwritten again by MS. You should have version 4.5.344.0 dated 04.08.2017.
14.Windows Hello is now activated and you can configure your fingerprint as normal using Windows settings.
I believe that the reason this works, is because the HP Client Security Manager is the only SW that is able to successfully clear the TPM properly. Windows10 doesn't recognize TPM version 1.2 and is therefore unable to clear the TPM on certain HP models. Clearing the TPM is a prerequisite to make fingerprint logon work.
If you choose to follow this guide, it is on your own risk. You may end up with a bricked machine if you do something wrong.
