When a browser is open and I use the quick launch volume control, the volume window that pops up makes my browser freeze up for a second. When on the desktop it works just fine. This happens for firefox and chrome. IE has no problems with this.

As I understand you are having an issue with HP Quick launch buttons making the browser freeze. Don't worry as I have a few steps to help you get through this concern,
For starters, Please remove the quick launch buttons and then reinstall it by clicking here
I would suggest please update the BIOS on your PC and check if it helps.
Also, download and install HP support assistant on your PC. It should automatically download and install the latest updates and drivers for your PC.
Refer this link to know how to use HP support assistant.
