I lost my recovery and need to reset my pc. Only solution I find is using a windows media drive. This would clean install windows but would not have any of the hp software the pc came with. 

1. I'm not sure if this would allow me to use the hp pen or would I need to install the hp software that controls the pen?

2. Would it be possible to install de hp software?

The answer to both is basically no -- HP does not provide individual downloads for the utilities and drivers that come preloaded on their PCs.

 

However, if you restore your PC from HP Recovery Media, that will reinstall the utilities and drivers.

 

If your PC is a 2016 model or newer, you should see if you can make a bootable USB recovery drive using the HP cloud recovery tool on a working PC.

The recovery drive can then be used to install Win10 and the HP drivers and utilities that originally came with your PC.
