Yes I will return it and apologize for violating the laws I was confused because when I bought it I did not know that there was a problem and when I contacted the seller he did not reply

Never buy a HP desktop or notebook PC that has a BIOS password on it 

When buying a pre-owned PC, always ask if it is free of any BIOS passwords.
