This will restore all default power plans (Balanced, Power Saver, High Performance).

Method 3: Using Power Settings in Settings App

Go to Settings > System > Power & Sleep.

Scroll down to Related settings and click on Additional power settings. This will open the classic Power Options window.

thank you for your help but that did not fix what going on with my power plans i still have only one power plan balance what to try next?

i fallowed something else and used this command and got high performance use this  

powercfg /s SCHEME_MIN

but now i have no clue how to get the other now
