on the screen when I try to upload some pictures from my phone it says "please update you device settings to accept media transfers"  my phone is an LG v60 5g

I do this kind of transfer all the time using my Samsung android phone -- but I use a USB cable.

 

When I connect the cable from the phone to the PC, a message pops up on the phone asking me to permit file transfers to be done.  After I accept that, a File Manager window opens on my desktop and I can use that to browse the phone's file system to transfer files.

 

When I've done this previously using WiFi, I got the same popup on the phone asking permission to allow file transfers.

 

So your phone has to be on an unlocked -- and you have to see and reply to the message.
