I was able to go to this website: https://support.hp.com for a little while after I recovered my username and password. But, then I was not able to go to that same website anymore randomly. I get this message:
Service Unavailable - DNS failure
The server is temporarily unable to service your request. Please try again later.

I don't think my internet connection, ISP, or internet browser is a problem. Please tell me what is causing me to get that message and please tell me why I can't go to the HP Support website anymore as soon as possible.

You mention you experience it randomly, or it is permanent ?
It may be some times or periods of the day when HP was performing updates or maintenance of the site/servers and the site was temporary inaccessible but it should be fine now at the moment and most of the times during the day/night.
- I strongly recommend you clear your browser's cache / temporary files
- I recommend you change your DNS servers to at least one of these here >> https://freedns.zone/en/
- Information on what is a DNS and how it works >> https://fossbytes.com/dns-domain-name-system-works/
Make sure you do restart your computer eventually and try again
