When I try to open a PDF it seems like it tries to open (blinks), then immediately closes. I've already downloaded the most recent version of Adobe, no help.
Web links won't open either - I have to copy & paste the link into a browser for it to open.
I use a wireless connection

Unfortunately, BOTH of these are likely to be browser issues -- because with Win10, MS defaults to using Edge both for browsing and for opening PDF documents.
First thing to try is to type "defaults" into the search area and open the Default Apps window. Then, scroll down to the bottom of the page and select Set defaults by app.
Then click on Adobe Acrobat Reader at the top left of the page. Click the manage button.
Look on the left side of the window. If it says for .pdf Microsoft Edge PDF Document, then Edge is opening your PDF files. So click on the right where the Edge icon is showing and where the window then says choose an app, select Adobe Reader.
After that, Adobe should open pdf files.
As to web links, MS enforces all kinds of restrictions to "protect" us -- so while you could spend a lot of time researching those and changing Edge settings, you could also install a different browser like FireFox and get away from Edge.
