I am trying to two finger scroll with my touch pad but it is not working. I have tried Fn+C to try to toggle it and that does not work. For now I am having to scroll with my fingers using the touch screen.

@HustonS Welcome to HP Community!
And here's what you need to do, to fix this issue:
1.Press Windows Key + I to open Settings then click on Devices icon.
2.From the left-hand menu click on Touchpad.
3.Now go to the “Scroll and zoon” section, make sure to checkmark “Drag two fingers to scroll“.
4.Once finished, close settings.
OR
1.Press Windows Key + R then type main.cpl and hit Enter to open Mouse Properties.
2.Switch to Touchpad tab or Device settings then click on the Settings button.
3.Under Properties window, checkmark “Two-Finger Scrolling“.
4.Click OK then click Apply followed by OK.
5.Reboot your PC to save changes.
