This problem is the same on both HP laptops.  Took one to a repair shop and he said it was a cheap product from Walmart.

Yes, it is an HP machine from Walmart. With its specs above I don't know why you bought it. There are few things you can do to speed it up a bit

      (a) Upgrade RAM: replace its 4GB RAM now using compatible RAM
