this comes up each time i try to open amd software  and i usally get a message promt saying that the driver is not poper promt when  booting up pc

it seems that you are trying a driver incompatible with your computer
So it comes from amd, directly, or from the product page..
install the one provided according to

AMD High-Definition Graphics Driver - Lucienne
