It is noticed that it's a common problem when you use dual OS. Common Symptoms of the problem are
WiFi not working in Ubuntu.
WiFi icon shows "Airplane Mode" or "WiFi Disabled by Hardware Switch."
Pressing the WiFi (F12) key does nothing in Ubuntu.
rfkill list shows Hard blocked: yes.

To help you resolve the problem. Please try the solutions below.

1. Check rfkill status
Open Terminal and type: rfkill list all
You may see output like this:
0: hp-wifi: Wireless LAN
Soft blocked: no
Hard blocked: yes
If Hard blocked: yes, this means the hardware switch is OFF and Linux can't turn it on.

2. Reboot into Windows and Enable WiFi
Boot back into Windows 10.
Make sure WiFi is turned ON (via keyboard key or toggle in Windows).
Disable Fast Startup (important):
Go to Control Panel > Power Options > Choose what the power buttons do.
Click "Change settings that are currently unavailable".
Uncheck "Turn on fast startup".
Click Save changes.
Shut down Windows fully (not restart):
Press Shift while clicking Shut Down.
Boot into Ubuntu and test WiFi again.
