I have searched on google and the error is from Intel Dynamic Platform and Thermal (IDPT) Driver/ What it is strange, I have tried and installed different versions of Windows10 and different versions of this driver and the rest of drivers (Windows 10 Pro 1703,1706,1803,1809 and I have tried with the drivers from HP site, the drivers from Automatic Windows10 Update), and no result, the same error.
Always my CPU INTEL stays at 3,3 Ghz.
The Power Settings are all at high performance.
The BIOS is up to date from HP site. The firmware HP ME is up to date from HP site.
All the drivers are up to date from HP Site.
The error persists indifferent version of Windows or Driver installed and I can’t understand why. Could someone help me? Thank you.

Your machine came with FreeDOS, not Windows 10 and probably you did not install Windows 10 and drivers properly. You need to install ALL Chipset drivers for Windows 1809 or 1803 (if no 1809 available) for your machine from the following link
https://support.hp.com/au-en/drivers/selfservice/hp-pavilion-15-bc400-notebook-pc-series/20913084
then REBOOT machine.
Regards.

I installed few days ago a fresh windows10 and I let the windows downloaded and installed all the drivers from windows update. There it was no result, the same problem.
I have specified in the post that I have installed all the drivers from HP site. There is no result. Now I have a fresh windows 10 with all the drivers from hp link, 1809.
So here is not a problem that the driver is not installed properly.
