I cannot send or receive photos from my iPhone 8 Plus to my PC or to my daughter who has an iPhone 11. What do I do?

That is something to do with your iPhone, nothing to do with your computer. How do you connect them (iPhone 8 and your computer) ? Please try

 

             Import photos and videos from an iPhone

             How to transfer photos from computer to iPhone
