Does HP 15-r207TU TS Notebook Pc supports bluetooth when it is in Windows 10 (64-bit)? How to download it's driver? or is it advisable to force it to have Windows 10 Operating Sytem? or I need to downgrade it to Windows 8.1 to fully use it's features? Please I need some advice. I see from your post that you need information and assistance related to Bluetooth drivers for Windows 10 on your HP Notebook - 15-r207tu TouchSmart PC. Don't worry we'll work together to help you find a solution.
After reviewing your post, I did go through the Product specification and found that your PC was shipped with 802.11b/g/n (1x1) and Bluetooth 4.0 combo Wireless card.

If you have issues downloading the drivers, please try the alternate way:
Let's start off by performing a Hard reset on the notebook:
Before power resetting your computer, do the following:
-
Disconnect or remove all peripheral devices. Start up the laptop and test the computer by itself, and then reconnect one peripheral device at a time.

Turn over the computer and look for a battery compartment door.

If there is a battery compartment, use the steps in Reset a laptop with a removable battery.

If there is no battery compartment, use the steps in Reset a laptop with a sealed or non-removable battery.

I recommend to restore the BIOS defaults.You could restore the BIOS with this document selecting the reloading the BIOS default settings. That way it will look at the Hardware installed on the Notebook.
Once done, restart the computer and check.
Next thing, I would suggest here is to Run Windows Updates troubleshooter -
Download and install the troubleshooter from this link.
Now try to perform Windows Updates -
1) In the search box, type and open Windows Updates.
2) Check for updates.
3) If the updates are available, click on install and restart the computer.
Next thing, I would suggest here is to update the Bios on your computer either from our HP support website, using this link or you can download it using HP Support Assistant.

HPSA will automatically search for all the latest drivers for your Notebook

Click My devices in the top menu, and then click Updates in the My PC or My notebook pane.

Click Check for updates and messages to scan for new updates.

Review the list of updates. Updates with a yellow information icon are recommended. Updates with a blue information icon are optional.

Click the update name for a description, version number, and file size.

Select the box next to any updates you want to install, and then click Download and install.
Also ensure Windows is up to date.
Select the Start button, and then go to Settings > Update & security > Windows Update , and select Check for updates. If Windows Update says your device is up to date, you have all the updates that are currently available
