My laptop switches off as soon power cord is removed. It was ok till a few hours ago. But now it shows message as '84% available (plugged in, not charging)'
I have tried couple of options till now:
1. Trying to find 'Rixane' power scheme and Laptop/Portable power scheme. But no luck yet.
2. Uninstall Battery related drivers from device manager like Microsoft AC Adapter & Microsoft ACPI Compliant Control Method Battery.
None helpful yet.

To provide you with an accurate solution, I'll need a few more details:
Could you provide me with the exact model of the PC? Use this link to find it: https://support.hp.com/in-en/document/c03754824 (Ensure you do not share any of your personal information such as serial, phone number, email ID, etc...).
Did this happen after a recent software update?
Have you made any changes on the PC before the issue started?
Have you tried to update the drivers?
Does the laptop shuts down even when connected to AC adapter?
In the meantime, let's try these steps here:
Perform a Hard reset on the notebook:
Many startup errors and other problems can be resolved by decreasing the amount of power stored in hardware components. Decreasing stored power is sometimes referred to as a "Hard Reset". Use the following steps to perform a hard reset on a computer:

If Windows is open, click Start and then Shutdown.
If Windows is not open and the computer has power, press and hold the power button on the computer until the computer shuts off.

With the power off, disconnect the power cord from the back of the computer.

With the power off and the power cord disconnected, press the power button on the computer for 5 seconds. The power light indicator on or near the power button might turn on briefly but then go out.

Reconnect the power cord and turn on the power.
If the computer does not shuts down when connected to AC adapter then, this could be an issue with the battery.
Try updating the BIOS and chipset drivers on your PC using HP support assistant.
Refer this article to know more information about using HP support assistant.
As the battery is a consumable part the life of the battery decreases each time you charge your laptop.
Factors that contribute to loss of battery capacity.
Li-Ion battery cells suffer gradual, irreversible capacity loss with each discharge-charge cycle. Such aging occurs more rapidly as temperature and discharges loads increase.
The self-discharge rate of a Li-Ion battery is higher if the battery is left in an unpowered notebook.
During prolonged storage or non-use, the battery charge will decrease below its recommended low-voltage level.
Leaving the battery in a depleted condition for an extended period will accelerate the decrease in FCC.
Leaving the battery at a high level of charge in a high-temperature environment for extended periods (for example, running a notebook computer in a docking station under a heavy load) will accelerate the loss of capacity.
Running high-end applications using the battery accelerates the loss of capacity. For example, playing 3D games will lower FCC faster than using word processing applications.
However, you can try the steps recommended below.
Open Power Options on Windows 10.
Click Change plan settings for any of the power plans. I would suggest you choose the power saver plan.
Now click Change advanced power settings.
Under the Advanced Settings tab, scroll down to find Processor power management.
Now, expand (click on +) Processor power management.
Expand Maximum processor state.
Click the On-battery option and reduce the processor state to 20%. You can choose any other value.
Click Ok. The settings are saved, you can close the Power Options window.
Enable Adaptive Brightness
Go to Power Options select change advanced power settings
Go to the Change advanced power settings. Expand Display> expand Enable Adaptive Brightness. Now, turn on Adaptive Brightness for On-battery and Plugged in options (whichever you like. Click Ok to save the settings.
If the issue still persists try uninstalling the battery drivers device manager.
Search for and open Device Manager.
Click next to Batteries to expand the battery options.
With the options expanded, right-click each ACPI option and in the menu, click Uninstall.
Restart the computer.
The battery should now charge properly.

Thank you for your prompt response and apologies for late revert.
For the four questions that you asked, following is my response:
Did this happen after a recent software update?
Amit: No - no updates done
Have you made any changes on the PC before the issue started?
Amit: Not to my knowledge
Have you tried to update the drivers?
Amit: Nothing much expect for uninstalling batteries as I mentioned above
Does the laptop shuts down even when connected to AC adapter?
Amit: No, when plugged in it doesn't shutdown
Besides the above mentioned, I have tried conducting the four steps you mentioned about for hard reset but of no great help.
I am trying to execute the power plan related steps now. I will revert to you if that makes it work.

Hi,
I think the issue was because of chip set updates not executed. I used HP Support Assistant to check for updates. Updates were available for chipset. I ran updates and then shut down the laptop. Then done power resets as suggested by Jeet earler. After that rebooted the laptop. After reboot, the laptop got shut down once abruptly after logging into Windows. Then I booted laptop second time. Allowed login screen to rest for about 5 minutes with assumption that some installations or registry operations still and I shouldn't be interuppting that. After 5 minutes, I logged into Windows. The laptop is now running on battery and the battery is charging also.
