My laptop will not charge when turned on and will only charge if it is completely shut off. If i try to plug in the charger when the laptop is turned on the sound crackles and the system lags eventually slowing down to the point where it crashes. A system error message comes up to do with the battery if i turn it on with the charger in and i have tried to follow the hp support instructions to fix this however nothing has changed. The message did go away for a while however it still would not charge and the message has now come back. Updates cant be made either as they try to update then when i turn my laptop back on after the update it reverses itself. I need a quick fix asap as i go back to university in a week and i've tried everything to get it fixed and cant afford a new laptop.

 I suggest you run a battery calibration using the below steps:

 

Manually calibrating the battery requires four steps: fully charge the battery, discharge or drain the battery, recharge the battery, then run the battery test. Calibrating the battery improves the accuracy of the battery gauge software so that it more accurately displays the current level of charge. The following instructions work with most battery types.

 

Step 1: Charge the battery

 

Use the power cord to charge the battery to a full charge.

  1. Plug in the power cord.

  2. Charge the battery to a full charge, 99% to 100%. To check the battery charge, mouse over the battery icon in the system tray on the Desktop.

  3. When the battery is fully charged, proceed to the next step.

Step 2: Discharge the battery

 

After the battery fully charges, use the extensive Hard Drive test in the HP PC Hardware Diagnostics UEFI to discharge the battery.

  1. Unplug the power cord.

  2. Press and hold the Power button for at least five seconds to turn off the computer.

  3. Turn on the computer and immediately press the F2 key repeatedly, about once every second until the HP PC Hardware Diagnostics UEFI menu displays.

  4. Click Component Tests in the main menu.

Nothing happened.

I followed the steps 3 times however pressing the F2 key did not bring up the hardware diagnostics.

Besides i am unable to follow the steps correctly as it wont charge while its turned on which is the issue so i fail to understand how this test is relevant as you stated that it improves the accuracy of the battery gauge. There is no issue with this.

Update the HPAS using the below link, then update BIOS and run battery test from the HPSA.

I followed all of the above steps and ran the battery test which told me my battery needs calibrated however when i followed the hp instructions to calibrate nothing happens.

I followed the steps from the document the ac adapter works fine however when checking the battery my laptop does not run if i take the battery out also i cannot follow the steps because it is telling me to charge the laptop while its on which is the problem as i cant.

This could be a hardware issue, I suggest you connect Different adapter and check if it works.
