Hi,

It is an older notebook. Could be that the mechanical hard drive is not functioning properly and slowing the system.

You could try performing  fast diagnostics at boot

Turn off the PC by holding the power button

Turn on the PC and repeatedly keep hitting the ESC key until the startup menu appears

Press F2 to enter diagnostics

Perform the fast system test or at least the Hard Drive test

You could also check in task manager if anything is running at 100 percent

This is what you could do to greatly improve the everyday performance of the notebook.

Replace the Hard Drive with a 2.5" SATA3 SSD of your preferred brand and capacity

Example

you can see on page 53 of service manual the steps to do this

https://h10032.www1.hp.com/ctg/Manual/c05493257.pdf

then reinstall the OS. You can create a USB with OS on it from Microsoft

https://www.microsoft.com/en-us/software-download/windows10

I would also upgrade to at leat 8GB of DDR 4 2133MHz RAM by inserting a 4GB module in the empty slot.

page 50 service manual.

You could also insert 2x8GB

Example

Hope it helps,

David
