Can I lock a specific function key?

I just got a new computer and only just discovered that it has a backlit keyboard that can be toggled using the F5 key.  ...but I don't care about that.  What I really want is to use the F5 to refresh my internet browser windows.  I know that I can just use the Fn key to use that, and I also know I can go to the BIOS and disable all the action keys, but I don't want to do that either, as I like having my volume and brightness controls easily available.  So is there any way I can disable the action function of my F5 key, and only my F5 key?

P.S. Once I had a laptop from a different vendor and It had a software which allowed me to choose either fn keys be as the default keys when pressed on, or F1-F12 keys. It required laptop to be restarted which means it may do this by changing BIOS settings or maybe Windows registry entries. Kind of similar.

 

Edit 2: HP Omen Control software can do it. For non Omen models, it's HP System Event Utility. Download and install it from your drivers download page. Here:

Edit: There are some softwares available which let you define your own keyboard keys combinations and actions. I've not used them, though.

Hi!

I tried downloading the System Event Utility, but when clicked on, all it does is show a screen with my system information (HD size, memory, processor type, etc), and I've tried uninstalling and reinstalling it, but it never does anything else.  I appreciate the suggestion though.  (Your first method does work, though like I said, I'm trying to only flip the function on one key, and the BIOS only turns all the f1-f12 keys.

 

I guess I'll look into some 3rd party solutions and come back if I find anything.
