Brought hp stream for my son for online schooling every since they've started using Webex it seems like the audio and sometimes video goes out every other day. While using google classroom it did fine. What could be causing these problems the app Webex or the laptop it self ?

Since these problems only happen while using Webex -- you have your answer.
Sorry, but since this is just a self-help Support Community staffed mostly by volunteers, we have no capability for debugging problems with third-party (i.e., non-HP) applications.
For help with these issues, you have to contact the vendor of the application or their support forum.
