One sees Product Keys & downloads for Office 2013 & Office 2016 at rediculously low prices on EBay & other websites. How can they offer that? Is it a scam?

Hi:
Somehow they are able to use key generators that generate a product key that will work.
But it will usually only work one time.
Once the Microsoft Activation server gets the key, and activates the installation, it blocks the key from further use.
So as long as you don't have to reinstall the software, you can use one of those bootleg copies of office indefinitely.
Whatever they are doing is illegal, but they are getting away with it, unless Microsoft informs eBay to remove a seller they see selling their Office software. Then I think they just re-register, because notice that some of those guys have very little feedback.
You can legally obtain a the most recent edition of Office 2016 for $9.99 if you work for certain employers such as the U.S. Armed Forces.
