It is blocked by a driver that is not blessed by Microsoft.
try turning it on then then review the incompatible drivers.
For me the problem was my Casio CD label printer left over
from windows XP
It is possible to remove the drivers and enable protection.
You can also lookup the driver and possibly find one that is win11 compatible.
