- MicroSD card driver cannot start

I've inserted a MicroSD card into the slot, properly seated, but it is not recognized.
Looking in Device Manager > SD Storage Class Controller I see an error flag and the details:
Device SD\VID_03&OID_5344&PID_SL128&REV_8.0\4&471bfa&0&0 had a problem starting.
Driver Name: sdstor.inf
Class Guid: {4d36e97b-e325-11ce-bfc1-08002be10318}
Service: sdstor
Problem: 0xA
Problem Status: 0xC00000C0
This device cannot start. (Code 10)
I have uninstalled the driver, restarted, and when the driver is re-installed it has the same problem.
I have checked out previous posts here and in Microsoft forums but there is no obvious solution.
The card works perfectly in other computers running the same OS (Windows 10 Pro, latest updates).
