The following assumes you are logged into the computer using an account that includes Administrative privileges,
And
You are logged into the computer using your Microsoft Account ID OR that you have signed into the Microsoft Store
Places to check / fix the access to the Microsoft Store
First, make sure your Windows Updates are fully installed and current.
Settings > Update and Security > Check for Updates
If any updates are installed, Restart the computer and log in.
