My HP Victus laptop doesn't completely shut down

I have an HP VICTUS 15 laptop and it doesn't fully shut down, like every time I try to turn off my laptop it only turns off the screen but the keyboard, power light, and fans stay on. This problem appeared when I tried to shut down my PC normally, and this has been happening for almost less than a month. The problem always happens both in Windows 11 and in Arch Linux.

Perform an embedded-controller power reset. This is the most appropriate first repair attempt for a cross-OS shutdown fault.

1. Fully force the laptop off: hold the power button for 10–15 seconds.
2. Disconnect the charger and every accessory.
3. Hold the power button down for 30 seconds.
4. Leave it disconnected for about one minute.
5. Reconnect only the original HP charger.
6. Start it and test shutdown again.

If issue remains, then Boot into BIOS and test:

1. Turn the laptop on.
2. Immediately tap F10 repeatedly to enter BIOS Setup.
3. Leave it in BIOS for 2–5 minutes.
4. Go to the BIOS exit tap and choose power-off/save and shutdown option if offered.
5. Observe whether it fully powers down.

If issue remains then let me know if it's under warrenty.
