I haven't used my computer in a quite a long time now.
It have The Sims 4 on it, but now i can't play because it's necessary with 4gb RAM, i have 4gb but its only use 3,39 so the game wouldn't work.. What to do?

Can you provide the exact model number of the notebook. Here is how to find it.

It should be possible to add another 4GB of RAM quite easily.
Some of the RAM in the notebook will be reserved for the system.

More than enough info 😀
Your notebook is the HP Pavilion - 14-ce2860no
Your notebook has 4GB of RAM and some will be reserved for the system
However your system supports at least 16GB of DDR4 2400MHz RAM (2x8GB). You can insert faster RAM which will run at 2400MHz.
There are two slots and at the moment you have an empty slot. so you could add another 4 or 8GB module in the empty slot.
Ex:

On page 71 of service manual you can see the steps to install the RAM

or get it done at local computer shop. These days 8GB is what you should have.
