Ct number showing rejected when service agent came. I didnt changed laptop keyboard as it is orginal. Now, when service agent came and tried for replacing its showing ct rejected in hp side

some person from hp came to my house to change the top cover (keyboard and touchpad) of my laptop 
before repairing they need to verify the CT number of the keyboard which is there in on my topcover(keyboard) and then once it is verified they replacement of the topcover(keyboard and touchpad) is done
but the CT was not verified by the company (backend checking team) and then the topcover was not replaced.
The laptop has extended warrenty of 3 yrs (till august 2025)

That doesn't seem like something HP would do, it's quite peculiar!
