My laptop is stuck on 64% on a windows reinstall. Stuck for over 24 hours. Help

If that reset has been stuck for more than 1 hour on 64% and there is little or no hard drive activity, then that reset operation is not going to complete You have no option, press and hold the Power button on your PC for 5 - 10 seconds to perform a hard shut down.

Thank you. I have tried to shut down but it always restarts at the same spot. Screen still says 64%.

it’s stuck and I cannot get any other screen to load.
