Operating System: Microsoft Windows 11

My brother is less than 4 months old I try to turn it I try to turn it on open it up the screen is black it will not come on no matter what I do the power light is on now so the capital lot but then we'll flash the mute button is on and the fan is running like it is trying to process something but it does not have any signs of the screen coming on at all I tried to be plus windows start up I try to start up in 15 minutes late button this is nothing I do not know what to do with it so what should I do
