I would guess you are actually trying to install Security Software, that is, Anti-virus software meant to protect your computer.
If Windows Defender is active (comes with Windows), it might be blocking attempts to install what it views as unknown software.
Blocked in Security Software
Check your Security Software to make sure the software is not being blocked. Most Security software will allow you to make an exception for applications / software you want to use on your computer.
Perhaps instead, since you are actually trying to replace your Windows Security, disable Windows Defender.
If you make changes to the security software setup, Restart your computer and log in.
What else?
Well, you have to be running an account with Administrator privilege. Standard User accounts are not allowed to download security software and just walk over the security already active on the system.

No idea - I've just never run across the problem.
