Thanks for the reply, please disconnect the power adapter from the computer and hold down the power button for 30 seconds. This should shut down your computer.
Do a power reset if the issue persists, refer to this HP Article for assistance.

I understand that your notebook is not shutting down.
Not to worry, I will be glad to help.
Have you tried any troubleshooting steps on your own?
May I know the exact product number of your computer? Click here. Please do not share the serial number of your computer.
Recommend you run the power troubleshooter available in the control panel.
May sure all the Windows updates are installed.
Run HP Support Assistant to make sure all the drivers and BIOS is updated. Click here.
