I was notified of a BIOS update today and when I opened the update tap of the support assistant BIOS version F.22 was available. When I tried to download it it disappeared and the action log shows that the updated was "skipped on 25/09/2019" and if I hover the over the update I see the message "This update is not available anymore". What happened to the update?

No sure what has happened - you may check and take a look again.
- BUT - there are several ways to update your PC's BIOS or UEFI -> here is an article with detailed instructions which you may follow >> https://support.hp.com/za-en/document/c00042629
However, I'd like to ask you why you want to update the BIOS/UEFI ?
Personally, I do not recommend you update it unless you experience some issues with your existing BIOS and you are sure that the new BIOS will fix it. BIOS/UEFI is critical part of your system.
- General recommendation I provide to users/customers is NOT to upgrade BIOS/UEFI unless they experience any kind of specific BIOS/UEFI issue. Updating just for updaing and just for using the latest verson is not solution. Any kind of update (no matter for what and who relesed it) can fix 2 issues but may introduce 10 more issues. Additionally, upgrading the BIOS (for any vendor) poses more risks because BIOS recovery is not that easy as compared to typical software updates IF something goes wrong.
Same applies for Windows Updates, OS update, drivers updates, etc - upgrade/update IF you have issues which you know are fixed in the newer version or for some severe security issues. Otherwise, keep the existing version as long as possible.
- Here is an additional opinion on that matter >> https://www.howtogeek.com/136881/htg-explains-do-you-need-to-update-your-computers-bios/
Let me know how it goes and if you experience any issues. I will be glad to assist further

Hi,
You may try to update manually following the article I posted above or just skip it.
If I were you, personally I would just skip it <reasons posted above>
Hope this helps.
