To answer your question directly: No, Performance Mode is not officially supported on this specific model as far as I was able to ascertain.
Since you have already tried the standard fixes (restarting the HSA service, ending tasks, repairing, and resetting), the app is stuck probably because the hidden HP SDK background framework has corrupted. The main Microsoft Store app cannot boot up if the underlying system drivers are broken.
- Right-click your Windows Start button and select Device Manager.
- Expand the System Devices category near the bottom.
- Look for OMEN Software Support or HP OMEN HSA Service.
- Right-click it, select Uninstall Device, and make sure to check the box that says "Attempt to remove the driver for this device" if it appears.
- Press: Windows Key + R to open the Run dialog box.
- Type: %localappdata% and hit Enter.
- Find the HP folder, open it, and delete the OMEN or OMENGamingHub folder completely.
- Open the pre-installed HP Support Assistant app on your laptop (search for it in your Windows search bar).
- Go to updates and check for new software. Look for the OMEN Gaming Hub SDK Package and install it. This is the bridge that lets the app talk to your laptop's hardware.
- Restart your laptop.
- Open the Microsoft Store, search for OMEN Gaming Hub, and reinstall it.
- Open it up and give it a minute to run its first-time setup.
