So I contacted HP by phone as I was instructed and spoke with an HP agent who went through with me about the Omen Software issue. He asked me to install the latest firmware for the mouse first from the HP website (under support.hp.com you need to select other then enter the mouse product number and get the firmware and install it), then uninstall the HP Omen Command Center Software from my system, restart my computer and re-install it. To do that I had to go into the Win10 Settings then click the Apps then scroll down to the Omen Command Center Software and click uninstall (not the ordinary  uninstall programs, applications which are installed from the MS-Store do not show there).

 

And so I did. And the problem persisted basically I could still not able to access that folder with the WindowsApps., He asked me to contact Microsoft regarding this issue. and opened a case for me.

 

Now while I was calling Microsoft I was also checking their website for access issues with windows apps from the MS Store, not for the particular error but for general access issues involving the WindowsApps folder. Now seems this is a known problem because Microsoft has a page, where an agent answered that exact problem I have now, since 2017. Obviously because this is the first MS application I run on this machine never saw a  problem previously. Here is the link for the steps to follow:

So I just followed the step Martin Bar explained there and I was able to access the WindowsApps folder. Now even after doing everything mentioned and uninstalling the OMEN software, restarting my PC and re-installing it, I would still see the same error. But the difference is I have now access to the WindowsApps folder. And so I navigated into that folder:
C:\Program Files\WindowsApps\AD2F1837.OMENCommandCenter_9.1.2.0_x64__v10z8vjag6ke6\win32

located the HP executable called HP.Omen.OmenCommandCenter.exe

And ran it. And it worked, so the software started and I was able to configure my mouse's extra features. I then created a shortcut on my desktop for the omen executable file for ease of access, because the directly running from the MS-Store or the Win10 Start doesn't work for me.

 

Hope it helps others. Thanks HP agents for all the efforts to guide me to the right direction.
