Hello,

 

I have ordered HP Pavilion Laptop, my order was declined, and the status is pending, however, I still have a charge on my bank account that is yet to be refunded.

 

My bank told me that the company should provide me with a cancelation order or it should be canceled on their side for me to get a refund.

 

How do I proceed?

Sure, your bank could be right.

HP could be right.

You'll need to hash this out with the HP Store Customer Service.
