Where can I download the recommended HP Command Center to turn off this annoying fan? and why I must register for this?

 

My brand new system with very less cpu load -> see attached screen shot

You posted this in the Notebooks section, so I have to presume this is a laptop

 

With newer laptops, there is a lot less space to dissipate the heat, the processors are more powerful and run hotter, and the NVME sticks run VERY hot.  All of that places more burden on the fan to keep the heat down. 

 

If you turn off the fan, it the CPU will overheat and likely, burn up.
