Here is the support page for Windows 7 drivers
https://support.hp.com/us-en/drivers/selfservice/hp-elitebook-8540w-mobile-workstation/4096175
Since that PC cannot connect to the internet, use a different PC and download drivers to a media choice (either DVD or USB flash drive) and then install them to this PC in question. Start with the chipset drivers first.
I'm not an HP employee.

Hi, @imsanaga1
Specifically, you need this driver for the PCI Serial Port and PCI Simple Comms Controller:
Intel Management Engine Components Driver and Interface:
https://ftp.hp.com/pub/softpaq/sp59501-60000/sp59684.exe
The unknown device probably needs this driver...
HP 3D DriveGuard:
https://ftp.hp.com/pub/softpaq/sp53501-54000/sp53795.exe
The info at the link below has been very helpful to me (100% effective) when my W7 PC's had issues with Windows update.
I never had to click on the Advanced users discussion link.
