My HP has always worked well with a Wacom writing tablet. Just recently it stopped, while all my other external devices continued to work (such as microphone, mouse, etc.). I found a message saying "setup blocked by group policy". I don't have a group policy that I'm aware of. I am the administrator. I have tried quite a few things, even paid for Reimage to fix the issue. No luck. Any suggestions?

First off, if you are running Win10 Pro you DO have Group Policy as that is configured by default. Group Policy is not included with Win10 Home.
Second, you are not The Administrator. With Win7, MS stopped defaulting to users being The Administrator, hid the actual Administrator account, and only set up accounts as general class users with some admin rights.
Your best bet would be to check with the Wacom support forums as they are pretty good about providing tech support.
