This works for most HP Laptops (and some Desktops)...
To perform a power reset on a laptop with a sealed or non-removable battery:
Turn off the computer.
Remove the computer from any port replicator or docking station.
Disconnect all external connected peripheral devices such as USB storage devices, external displays, and printers.
Unplug the AC adapter from the computer.
For most laptops, press and hold the Power button for 15 seconds to reset.

To answer your original question in the thread title -- basically, you can't if the PC is dead.
With Win8 and newer, instead of being stored on the hard drive, the Windows product key is encoded into the UEFI firmware of the motherboard.
There are utilities you can download and run to retrieve the product key, but they have to be run on the original PC in order to access the motherboard firmware.
So, having the hard drive accessible to another PC will do you no good.
Additionally, with OEM PCs, the Windows product key is tied to the PC, not to the owner. So, even if you COULD retrieve it, you could not use it on a different PC as that is a licensing violation.
